Hotels in Stockholm tend to be very expensive. Welcome Hotel is one of the cheapest. I've stayed there 3 days on march 2008.
The hotel hotel is out of town near the highway ,18 KM from Stockholm. However, travelling to Stockholm wasn't an issue as the train stop (Barkarby, on J35 line) is 2 minutes walk from the hotel and it brings you to central Stockholm in 15 minutes. Trains run on weekdays every 15 minutes, from 10 PM every 30 minutes (check on the Swedish railway website for timetable and prices). Stockholm unlimited transport card (24h, 72H or more) is highly recommended as it allows you to take any train or bus in the city region . Cards can be bought at the railway station. For more details you can read the hotel website ([-]).
The hotel itself is a conference center rather than tourists. Rooms are very basic although clean. The 3rd bed in our room had to be unfolded above the 2 other beds which made the room quiet small for 3 people.
Breakfast is quiet good with a reasonable choice of eggs, ham, cheese, fruits etc. and good Swedish bread. Coffee is Swedish (if you're British or American you'll feel at home). There' s a small sauna on the 3rd floor which we used every evening. The small swimming pool is open on summer time.
In summary, the hotel suits budget travelers in case the price difference with city center hotel is compelling.
